The Wayne County Board of Commissioners will conduct a public hearing Tuesday, October 6, 2026, to consider a proposed amendment to Chapter 38 of the Wayne County Code of Ordinances entitled Flood Damage Prevention. The hearing will be held at 9:30 am in the Wayne County Commissioners Meeting Room, Wayne County Courthouse Annex, 224 East Walnut Street, Goldsboro, NC. The item to be discussed:
A-26-02 – Amend Chapter 38 of the Wayne County Code of Ordinances entitled Flood Damage Prevention to require all new residential construction located within FEMA X Zones (Shaded and Unshaded) to be elevated at least two (2) feet above the highest adjacent grade. This would include areas located outside the 100-year flood plain and/or floodway.

Notice is hereby given that the Wayne County Board of Commissioners will hold a public hearing on October 6, 2026 at 9:30 am in the Commissioners Meeting Room in the Wayne County Courthouse Annex, 224 E. Walnut St., Goldsboro, NC. The purpose of the public hearing is to receive public comments regarding approval of the sale of approximately 41.17 acres in the ParkEast Industrial Park (Lots 7A and 7C in Plat Cabinet Q, Slide 23-E of the Wayne County Registry) as part of “Project Site”. The property is currently valued at $2,058,500. The Board of Commissioners will consider the sale of the property for $2,500,000 as well as a $1,300,000 economic incentive grant payable over ten (10) years in exchange for the company’s commitment to invest up to $49,190,000 in capital improvements and create 188 jobs in Wayne County.

SALE OF COUNTY PROPERTY
An offer of Four Thousand Five Hundred Dollars ($4,500.00) has been submitted for the purchase of certain property owned by the County of Wayne, located at 385 Daughtery Field Road, Mount Olive (PIN: 2562934172), more particularly described as follows:
BEGINNING at a stake boundary of N.C. CITY OF GOLDSBORO — ADVERTISEMENT TO BIDDERS
BID: FB 2026-005
Golf Course Pump Station
Pursuant to North Carolina General Statute 143-129, sealed bids will be received by the City of Goldsboro, North Carolina until 2:00 pm on Monday, September 28, 2026, for the Golf Course Pump Station at which time the bids will be publicly opened and read. Bids shall be enclosed in a sealed envelope and clearly marked on the outside of the envelope, “Bid Documents: FB 2026-005 Golf Course Pump Station.” Bids may be delivered by parcel service, U.S. Mail delivery or presented in person to City of Goldsboro, City Hall, 200 North Center Street, PO Drawer A, Goldsboro, NC 27530. It is fully the Bidders responsibility to ensure their bid arrives before the bid deadline.
The Scope of Work will be on file in the office of the Finance Department, Goldsboro, North Carolina and on the City of Goldsboro website http://www.goldsboronc.gov/finance/bid-listings/.
The right is reserved to reject any or all bids, to add or delete work, to waive informalities, and to award contract which, in the opinion of the City, appears to be in its best interest. The right is reserved to hold any or all proposals for a period of sixty (60) days from the opening thereof.
The City of Goldsboro has an affirmative policy of fostering, promoting and encouraging small business enterprises to participate in this process.
