If the trustee is unable to convey title to this property for any reason, the sole remedy of the purchaser is the return of the deposit. Reasons of such inability to convey include, but are not limited to, the filing of a bankruptcy petition prior to the confirmation of the sale and reinstatement of the loan without the knowledge of the trustee. If the validity of the sale is challenged by any party, the trustee, in its sole discretion, if it believes the challenge to have merit, may request the court to declare the sale to be void and return the deposit. The purchaser will have no further remedy.

ABATEMENT & DEMOLITION HERMAN PARK CENTER
Pursuant to General Statutes of North Carolina, Section 143-129, formal sealed bids are invited and will be received by the City of Goldsboro until 2:00pm Thursday, October 22, 2026, in the Finance Department Procurement Division located at 200 North Center Street, Goldsboro, North Carolina, 27530, at which time the bids will be publicly opened and read aloud for the provision of abatement, demolition and clearance of property located at 901 East Ash Street, Goldsboro, North Carolina 27530 within the City Limits of Goldsboro.
Bids shall be enclosed in a sealed envelope, clearly marked on the outside “City of Goldsboro, Attn: Procurement Manager, FB 2026-006 ABATEMENT & DEMOLITION HERMAN PARK CENTER.” Bids may be submitted by U.S. Mail to PO Drawer A, Goldsboro, NC 27533; by parcel delivery service; or delivered in person to 200 North Center Street, Goldsboro, NC 27530, prior to the scheduled bid deadline. The bidder selected for contract award must be a licensed General Contractor with a Building Contractor classification, certified in lead and asbestos abatement, and in full compliance with all applicable local, State, and Federal requirements. It is the sole responsibility of the bidder to ensure that their bid is received before the scheduled deadline.
Each proposal shall be accompanied by a certified check, drawn on a bank or trust company authorized to do business in North Carolina, payable to the City of Goldsboro, in an amount equal to not less than five percent (5%) of the total amount of the proposal. In lieu of making the deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required herein.
From the date of this advertisement until the date of opening of bids, a complete description of work (specifications) to be performed and bid packages will be on file in the Offices of the Finance Director, City Hall Annex, 200 North Center Street, Goldsboro, North Carolina from 8:00 a.m. until 5:00 p.m.
A pre-bid conference shall be held at 10:00AM on Monday, October 12, 2026, at the property location listed above. Instructions to Bidders, the bid package and specifications will be reviewed with attendees, and a tour of the project area will be provided.
The City of Goldsboro encourages and welcomes participation in this procurement process by small business enterprises. The City reserves the right to reject any or all bids, to add or delete work, to waive informalities, and to award a contract that, in the City’s judgment, is in its best interest. A Public Hearing will be held by the Goldsboro City Council to receive comments on the Proposed Substantial Amendments to the FY2019-2020, FY2020-2021, FY2021-2022, FY2022-2023, FY2023-2024, FY2024-2025 and FY2025-2026 Annual Action Plans (AAPs) and Draft FY2026-2027 Annual Action Plan (AAP) for the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) entitlement grants from the U.S. Department of Housing and Urban Development (HUD).
For the Substantial Amendments, the City of Goldsboro proposes: 1) Correctly aligning project funding allocations with how funds were spent; 2) Reallocating HOME funding in support of affordable housing projects; and 3) Reallocating CDBG funding in support of the timeliness test. The Draft FY2026-2027 AAP identifies the projects to be undertaken, the funding amounts allocated to each entitlement grant program, and how those projects will address the goals and priorities established in the City’s broader Five-Year (FY2025-2030) Consolidated Plan.
The Proposed Substantial Amendments and Draft FY2026-2027 AAP will be available for public comment and review from October 5, 2026 – November 4, 2026.
